This laid the foundation for the “hard science fiction” of the 20th century and beyond. Verne is often thought of as a technological optimist, a champion of scientific progress and innovation. But his writings also reveal another perspective. Many of his stories feature a brilliant but mad scientist whose inventions ultimately bring more harm than good. CaptainNemo in 20,000 Leagues Under the Sea uses his submarine (潜艇) to violently attack ships. Before becoming a student, Bina48 appeared as a guest speaker in Barry’s classes for several years. One day when addressing Barry’s class, Bina48 expressed a desire to go to college, a desire that Barry and his students enthusiastically supported. Rather than enroll Bina48 in his Robot Ethics: Philosophy of Emerging Technologies course, Barry suggested that Bina48 should take his course Philosophy of Love instead. Love is a concept Bina48 doesn’t understand, said Barry. D The story goes that in British-ruled Delhi, the government, tired of burying cobra (眼镜蛇) victims, hit upon a plan that looked like common sense itself: a reward for every cobra skin handed in. It worked beautifully — at first. Skins poured in, clerks paid out, and the officials congratulated themselves on having bought safety at a bargain. The plan, everyone agreed, was proof that the empire knew its business. Then someone asked why the streets were no safer. The answer, when it came, was almost elegant: raising cobras in backyards cost far less than the government paid for them, so an industry of cobra farms had quietly sprung up to supply the demand the government itself had created. The angry officials canceled the bounty (赏金) overnight — whereupon the farmers, stuck with nests of worthless snakes, opened the baskets and let them go. Delhi ended up with more cobras than it had started with. Historians have hunted for proof of the tale and found mostly smoke, but its twin brother is a matter of record. In 1902, French-ruled Hanoi offered one cent for every mouse’s tail, tails being easier to file than whole mice. Tails poured in by the thousand, and the clerks were delighted. Soon the city noticed something odd: mice everywhere, and not a tail among them. Catchers had been cutting off the tails and freeing the owners — a live mouse, after all, produces more tails. When the payments stopped, so did the catching, and the mice, well fed and free to multiply like crazy. Economists now have a name for this — the cobra effect: a bounty aimed at a problem can end up farming the problem itself. It sounds like history; look closer and it is a mirror.
