Behavioral scientist Christina Roberto from UPenn notes taxes are among the most effective policies to change unhealthy eating habits as such taxation has long been proven to cut public health risks from alcohol and tobacco use. Yet soda tax may fall short of advocates’ goals. Current tax rates are often too modest to reach the price level needed to change purchasing behavior. Consumers may replace sugary beverages with other calorie-rich but nutrient-poor foods, or simply cross city borders to buy untaxed soda in neighboring areas.
While beverage tax can cut down on sugary beverage consumption, health gains won’t come easy and will take time.
