海南自贸港全岛封关
Hainan, China's southernmost island
famous for its sunny beaches, will begin
a new phase called "island-wide
independent customs operation" on
December 18, 2025. Despite the formal
term, it doesn't mean isolation (隔离).
Instead, Hainan will transform into a special customs supervision area with more open policies, serving as a key bridge connecting China with the global market.
The core of this change lies in three rules: "opening up the first line, controlling the second line, and ensuring freedom within the island." "Opening up the first line" means goods from other countries can enter Hainan with great ease. Under the new policy, over 6,600 types of imported products, or 74% of all goods, will be tariff-free for sale and use within the island. "Controlling the second line" ensures that only certain goods moving from Hainan to the mainland need customs checks, while people can travel freely as before. As for "ensuring freedom within the island," goods can move and be stored without time limits inside Hainan.
This change will bring tangible benefits. For Hainan residents, imported daily products will become more affordable. For tourists, meanwhile, the annual 100,000 yuan shopping limit under the separate (独立的) off-island duty-free policy remains, with the range of goods being expanded to offer a wider variety of items, such as pet supplies and musical instruments. Foreign visitors will also enjoy more convenient entry. For businesses, setting up in Hainan will be more cost-effective, thanks to preferential (优惠的) policies such as a reduced 15% corporate income tax rate(for eligible companies).
Hainan's development as a special zone is a significant step in China's high-level opening-up. Located at the crossroads of China and Southeast Asia, Hainan is poised to(准备好)become a vital hub for trade and tourism. This move will not only bring new jobs and better services to the island but also demonstrates China's commitment to global cooperation.
