In late July 2026, newlyreleased court papers from the US brought Project Panama(巴拿马项目) into the public eye. It was a secret project carried out by Anthropic, an American AI company, to train its chatbot Claude. The company spent tens of millions of dollars buying millions of secondhand printed books. Workers used hydraulic cutters (液压切割机)to cut off book spines so that the books could be scanned at high speed. After digital copies were made, all the real paper books were recycled. This case sets a sharp legal boundary between two different actions, according to US federal court decisions and a formal settlement agreed on July 20, 2026. Before this project, Anthropic downloaded more than seven million copied books from unpermitted online libraries to train its AI model. This illegal action ended with a $1.5billion settlement. About 91 percent of the authors whose works were influenced have received around 3,000 dollars for each copyrighted book from the compensation money. The United Nations Economic Commission for Europe (UNECE) has made an important breakthrough for smart transportation. Its World Forum for Harmonization of Vehicle Regulations (WP.29) has accepted ADS GTR. It is the world’s first global technical rule specially made for fully selfdriving systems. China, the EU, the US, Britain, Canada and Japan worked together to create this new rule system.
