Zhang Guaiya meant that a small mistake, if repeated again and again, can lead to a big problem. Taking one small coin might not seem like a big crime (罪行) . But if a person keeps stealing little by little, one day he will become a great thief. The guard did not see his own mistake, which made it even more dangerous.
