Homelessness is a big problem for animals all over the world. According to the World Health Organization, about 200 million dogs around the world do not have a home. What’s more, there’s no real easy way to solve this problem.
But amazingly, the Netherlands has broken records. It has become the first country in the world to bring its stray dog population down to zero.
The Netherlands was facing a big challenge. Its dog population had grown rapidly. Having a dog has been quite popular in the Netherlands since at least the 19th century. Almost every family had at least a dog. But later, it became less popular because of rabies (狂犬病), and many people left their dogs in the streets.
Dutch government noticed this problem. They worried not just about the possible health problems that stray animals could spread, but also about the life, health, and happiness of the dogs themselves. The government started to take some steps.
Their first step? They started a country-wide sterilization (绝育) program. Every dog attending the program was also given a medical exam. This step cut back on the birth rate (出生率). It also cut back on the spread of diseases like rabies.
After that, the Dutch government passed laws to improve animal rights and protect their health. People who break the law need to pay more than $16,000 or serve in prison (监狱).
They also raised taxes (税) on store-bought dogs. This made people more willing to have a stray dog. But that’s not the full story. The government set up an animal police office.
Now, about 20—25% of Dutch households own a dog. They have taken a million dogs off the streets. It’s a happy ending for dogs in the Netherlands. And it’s a happy ending for humans, too, who now get to enjoy the friendship with their lovely dogs.

Different Forms of Communication
In our daily lives, we communicate in different forms. One of the most common ways is face-to-face communication. When we talk to our friends, family, or teachers in person, we can see their facial (面部的) expressions, body language, and hear the tone of their voices.
