The most important quality of a successful city district is that people feel safe and comfortable walking among strangers. If there are just a few incidents of crime or violence, it can quickly make people feel afraid. When people are scared, they stop spending time on the streets. As fewer people use the streets, they become even less safe, because there are fewer eyes around and less activity to keep things in check. Safety encourages use, and use helps build safety.
