Growing up in rural Malawi, Africa, William Kamkwamba learned to accept that life was hard. He lived with his parents and seven sisters in a small clay house without electricity or running water. Like most boys in his village, William was expected to assist his parents on the family farm, as well as keep up with his school work. Each night, like most Malawians, his family went to bed early because the kerosene oil they needed to light the lamps was costly.
When he was 10, a terrible drought left many Malawians hungry and William’s family was no exception. At the age of 13, William and many other children were forced to drop out of school when their parents could no longer afford his schooling. William had to work even harder to help his family, but he wasn’t ready to give up his education. He went to the local library and took out some books to study. One book, called Using Energy, sparked William’s interest in science and gave him an idea that significantly changed his future.
In the book, William found a picture of a windmill, and a brief description of how it could be used to generate electricity from wind. He knew that there was plenty of wind in his village, and realized that if he could build a windmill like that, he could give his family and the people in his village a much better life. There was just one problem. The book didn’t explain how to build a windmill, and neither did any of the other books in the library.
What happened over the next year demonstrated William’s incredible ambition and determination. He began to collect any kinds of materials he thought could be useful—scraps of wood, broken bicycles, old shoes—and started to build a windmill next to his family’s house. He endured many challenges and failures. Other people in his village called him crazy and said his idea would never work. Finally, at the age of 14, William completed his first windmill. When they saw electric lights and heard the sound of music on the radio coming from William’s house, the village people came running. He had done it. William Kamkwamba had found a way to capture the wind.
Kamkwamba’s autobiography, The Boy Who Harnessed the Wind, tells the story of how the rest of the world came to know about his achievements. With the help of international supporters, his village now has clean running water, solar powered lighting, and electric power. As a result of his actions, Kamkwamba was invited to study engineering at Dartmouth College, one of the top-ranking universities in the U. S. He also travels the world and gives talks about how he made his dream a reality.

Students meet at the university campus for classes during their 20s. This classical model of time, action and place has traditionally produced famous universities, but it is now challenged by the digitalization of society—which allows everybody who is connected to the Internet to access learning—and by the need to acquire skills in step with fast development of technology. Universities must realize that learning in the 20s won’t be enough.
By teaching foundational knowledge and up-to-date skills, universities need to provide students with the future-proof skills of lifelong learning, not just get them ‘job-ready’. Some universities already play an important role in lifelong learning as they want to keep the value of their diplomas (文凭). This new role comes with a huge set of challenges and needs largely to be invented. One way to start this transformation process could be to go beyond the ‘diploma model’ to adapt university education to lifelong learning. We call this model the lifelong learning passport.
The Bachelor’s degree could be students’ passport to lifelong learning. For the first few years, students would ‘learn to learn’ and get endowed with reasoning skills that remain with them for the rest of their lives. For instance, physics allows students to observe and integrate (融合) observations into models and, sometimes, models into theories or laws that can be used to make predictions. Mathematics is the language used to develop the laws of physics or economy. These two subjects naturally form the basic pillars (支柱) of education in technical universities.
Recent advances in computational methods and data science push us into rethinking science and engineering. Computers increasingly become the most important actors in processing data and formulating questions, which requires completely new ways of reasoning. Therefore, a new subject integrating computer science, programming, statistics and machine learning should be added to the traditional foundational topics of mathematics and physics. These three pillars would allow you to keep learning technical subjects all your life.
According to this new model, the Master of Science (MSc) would become the first stamp in the lifelong learning journey. The new MSc diploma becomes a set of accomplished projects and a list of technical skills. It is open-ended and must be updated throughout life, as technologies and their applications change faster than ever.
Universities have a fundamental role to play in this journey, and higher education is in for a change. The old university model produced talent and value for society. We are not supporting its abolition (废除) but rather calling for the adaptation of its characteristics to meet the needs of today.

Communities across the world are starting to ban facial recognition technologies. The efforts are well intentioned, but banning facial recognition is the wrong way to fight against modern surveillance (监视). Generally, modern mass surveillance has three broad components: identification, correlation and discrimination.
Facial recognition is a technology that can be used to identify people without their consent. Once we are identified, the data about who we are and what we are doing can be correlated with other data. This might be movement data, which can be used to “follow” us as we move throughout our day. It can be purchasing data, Internet browsing data, or data about who we talk to via email or text. It might be data about our income, ethnicity, lifestyle, profession and interests. There is an entire industry of data brokers who make a living by selling our data without our consent.
It’s not just that they know who we are; it’s that they correlate what they know about us to create profiles about who we are and what our interests are. The whole purpose of this process is for companies to treat individuals differently. We are shown different ads on the Internet and receive different offers for credit cards. In the future, we might be treated differently when we walk into a store, just as we currently are when we visit websites.
It doesn’t matter which technology is used to identify people. What’s important is that we can be consistently identified over time. We might be completely anonymous (匿名的) in a system that uses unique cookies to track us as we browse the Internet, but the same process of correlation and discrimination still occurs.
Regulating this system means addressing all three steps of the process. A ban on facial recognition won’t make any difference. The problem is that we are being identified without our knowledge or consent, and society needs rules about when that is permissible.
Similarly, we need rules about how our data can be combined with other data, and then bought and sold without our knowledge or consent. The data broker industry is almost entirely unregulated now. Reasonable laws would prevent the worst of their abuses.
Finally, we need better rules about when and how it is permissible for companies to discriminate. Discrimination based on protected characteristics like race and gender is already illegal, but those rules are ineffectual against the current technologies of surveillance and control. When people can be identified and their data correlated at a speed and scale previously unseen, we need new rules.
Today, facial recognition technologies are receiving the force of the tech backlash (抵制), but focusing on them misses the point. We need to have a serious conversation about all the technologies of identification, correlation and discrimination, and decide how much we want to be spied on and what sorts of influence we want them to have over our lives.

He began to collect any kinds of materials he thought could be useful—scraps of wood, broken bicycles, old shoes—and started to build a windmill next to his family’s house. He endured many challenges and failures. Other people in his village called him crazy and said his idea would never work. Finally, at the age of 14, William completed his first windmill. When they saw electric lights and heard the sound of music on the radio coming from William’s house, the village people came running. He had done it. Students meet at the university campus for classes during their 20s. This classical model of time, action and place has traditionally produced famous universities, but it is now challenged by the digitalization of society—which allows everybody who is connected to the Internet to access learning—and by the need to acquire skills in step with fast development of technology. Universities must realize that learning in the 20s won’t be enough.
By teaching foundational knowledge and up-to-date skills, universities need to provide students with the future-proof skills of lifelong learning, not just get them ‘job-ready’. Some universities already play an important role in lifelong learning as they want to keep the value of their diplomas (文凭). This new role comes with a huge set of challenges and needs largely to be invented. One way to start this transformation process could be to go beyond the ‘diploma model’ to adapt university education to lifelong learning. We call this model the lifelong learning passport.
The Bachelor’s degree could be students’ passport to lifelong learning. For the first few years, students would ‘learn to learn’ and get endowed with reasoning skills that remain with them for the rest of their lives. For instance, physics allows students to observe and integrate (融合) observations into models and, sometimes, models into theories or laws that can be used to make predictions. Mathematics is the language used to develop the laws of physics or economy. These two subjects naturally form the basic pillars (支柱) of education in technical universities.
Recent advances in computational methods and data science push us into rethinking science and engineering. Computers increasingly become the most important actors in processing data and formulating questions, which requires completely new ways of reasoning. Therefore, a new subject integrating computer science, programming, statistics and machine learning should be added to the traditional foundational topics of mathematics and physics. These three pillars would allow you to keep learning technical subjects all your life.
According to this new model, the Master of Science (MSc) would become the first stamp in the lifelong learning journey. The new MSc diploma becomes a set of accomplished projects and a list of technical skills. It is open-ended and must be updated throughout life, as technologies and their applications change faster than ever.
Universities have a fundamental role to play in this journey, and higher education is in for a change. The old university model produced talent and value for society. We are not supporting its abolition (废除) but rather calling for the adaptation of its characteristics to meet the needs of today.

Communities across the world are starting to ban facial recognition technologies. The efforts are well intentioned, but banning facial recognition is the wrong way to fight against modern surveillance (监视). Generally, modern mass surveillance has three broad components: identification, correlation and discrimination.
Facial recognition is a technology that can be used to identify people without their consent. Once we are identified, the data about who we are and what we are doing can be correlated with other data. This might be movement data, which can be used to “follow” us as we move throughout our day. It can be purchasing data, Internet browsing data, or data about who we talk to via email or text. It might be data about our income, ethnicity, lifestyle, profession and interests. There is an entire industry of data brokers who make a living by selling our data without our consent.
It’s not just that they know who we are; it’s that they correlate what they know about us to create profiles about who we are and what our interests are. The whole purpose of this process is for companies to treat individuals differently. We are shown different ads on the Internet and receive different offers for credit cards. In the future, we might be treated differently when we walk into a store, just as we currently are when we visit websites.
It doesn’t matter which technology is used to identify people. What’s important is that we can be consistently identified over time. We might be completely anonymous (匿名的) in a system that uses unique cookies to track us as we browse the Internet, but the same process of correlation and discrimination still occurs.
Regulating this system means addressing all three steps of the process. A ban on facial recognition won’t make any difference. The problem is that we are being identified without our knowledge or consent, and society needs rules about when that is permissible.
Similarly, we need rules about how our data can be combined with other data, and then bought and sold without our knowledge or consent. The data broker industry is almost entirely unregulated now. Reasonable laws would prevent the worst of their abuses.
Finally, we need better rules about when and how it is permissible for companies to discriminate. Discrimination based on protected characteristics like race and gender is already illegal, but those rules are ineffectual against the current technologies of surveillance and control. When people can be identified and their data correlated at a speed and scale previously unseen, we need new rules.
Today, facial recognition technologies are receiving the force of the tech backlash (抵制), but focusing on them misses the point. We need to have a serious conversation about all the technologies of identification, correlation and discrimination, and decide how much we want to be spied on and what sorts of influence we want them to have over our lives.

When he was 10, a terrible drought left many Malawians hungry and William’s family was no exception. He knew that there was plenty of wind in his village, and realized that if he could build a windmill like that, he could give his family and the people in his village a much better life. There was just one problem. The book didn’t explain how to build a windmill, and neither did any of the other books in the library.
What happened over the next year demonstrated William’s incredible ambition and determination. He began to collect any kinds of materials he thought could be useful—scraps of wood, broken bicycles, old shoes—and started to build a windmill next to his family’s house. He endured many challenges and failures. Other people in his village called him crazy and said his idea would never work. Finally, at the age of 14, William completed his first windmill. When they saw electric lights and heard the sound of music on the radio coming from William’s house, the village people came running. He had done it. William Kamkwamba had found a way to capture the wind.
Kamkwamba’s autobiography, The Boy Who Harnessed the Wind, tells the story of how the rest of the world came to know about his achievements. With the help of international supporters, his village now has clean running water, solar powered lighting, and electric power. Students meet at the university campus for classes during their 20s. This classical model of time, action and place has traditionally produced famous universities, but it is now challenged by the digitalization of society—which allows everybody who is connected to the Internet to access learning—and by the need to acquire skills in step with fast development of technology. Universities must realize that learning in the 20s won’t be enough.
By teaching foundational knowledge and up-to-date skills, universities need to provide students with the future-proof skills of lifelong learning, not just get them ‘job-ready’. Some universities already play an important role in lifelong learning as they want to keep the value of their diplomas (文凭). This new role comes with a huge set of challenges and needs largely to be invented. One way to start this transformation process could be to go beyond the ‘diploma model’ to adapt university education to lifelong learning. We call this model the lifelong learning passport.
The Bachelor’s degree could be students’ passport to lifelong learning. For the first few years, students would ‘learn to learn’ and get endowed with reasoning skills that remain with them for the rest of their lives. For instance, physics allows students to observe and integrate (融合) observations into models and, sometimes, models into theories or laws that can be used to make predictions. Mathematics is the language used to develop the laws of physics or economy. These two subjects naturally form the basic pillars (支柱) of education in technical universities.
Recent advances in computational methods and data science push us into rethinking science and engineering. Therefore, a new subject integrating computer science, programming, statistics and machine learning should be added to the traditional foundational topics of mathematics and physics. These three pillars would allow you to keep learning technical subjects all your life.
According to this new model, the Master of Science (MSc) would become the first stamp in the lifelong learning journey. The new MSc diploma becomes a set of accomplished projects and a list of technical skills. It is open-ended and must be updated throughout life, as technologies and their applications change faster than ever.
Universities have a fundamental role to play in this journey, and higher education is in for a change. The old university model produced talent and value for society. We are not supporting its abolition (废除) but rather calling for the adaptation of its characteristics to meet the needs of today.

Communities across the world are starting to ban facial recognition technologies. The efforts are well intentioned, but banning facial recognition is the wrong way to fight against modern surveillance (监视). Generally, modern mass surveillance has three broad components: identification, correlation and discrimination.
Facial recognition is a technology that can be used to identify people without their consent. Once we are identified, the data about who we are and what we are doing can be correlated with other data. This might be movement data, which can be used to “follow” us as we move throughout our day. It can be purchasing data, Internet browsing data, or data about who we talk to via email or text. It might be data about our income, ethnicity, lifestyle, profession and interests. There is an entire industry of data brokers who make a living by selling our data without our consent.
It’s not just that they know who we are; it’s that they correlate what they know about us to create profiles about who we are and what our interests are. The whole purpose of this process is for companies to treat individuals differently. We are shown different ads on the Internet and receive different offers for credit cards. In the future, we might be treated differently when we walk into a store, just as we currently are when we visit websites.
It doesn’t matter which technology is used to identify people. What’s important is that we can be consistently identified over time. We might be completely anonymous (匿名的) in a system that uses unique cookies to track us as we browse the Internet, but the same process of correlation and discrimination still occurs.
Regulating this system means addressing all three steps of the process. A ban on facial recognition won’t make any difference. The problem is that we are being identified without our knowledge or consent, and society needs rules about when that is permissible.
Similarly, we need rules about how our data can be combined with other data, and then bought and sold without our knowledge or consent. The data broker industry is almost entirely unregulated now. Reasonable laws would prevent the worst of their abuses.
Finally, we need better rules about when and how it is permissible for companies to discriminate. Discrimination based on protected characteristics like race and gender is already illegal, but those rules are ineffectual against the current technologies of surveillance and control. When people can be identified and their data correlated at a speed and scale previously unseen, we need new rules.
Today, facial recognition technologies are receiving the force of the tech backlash (抵制), but focusing on them misses the point. We need to have a serious conversation about all the technologies of identification, correlation and discrimination, and decide how much we want to be spied on and what sorts of influence we want them to have over our lives.
