He often traveled around to tell the monarchs of various states about his ideas on governing the country. Once,Mencius went to pay a visit to a monarch.During the conversa- tion,Mencius said,"Do you know why carpenters can make wheels so well and craftsmen can make utensils so well?That's because they have two tools,the compass and the square.The compass is used to draw circles,and the square is used to draw squares.With the compass and the square,square utensils and round wheels can be made." Mencius then said,"The same principle applies to governing a country. Without laws and regulations,it is like a carpenter without a compass and a square,and the country cannot be well-governed.The common people need rules to regulate their behaviour,and the country needs rules to maintain order.” The monarch listened to Mencius'words,thought it made a lot of sense, and began to attach importance to the construction of national laws and regulations.
