How do we describe rules?
The manager: Welcome to the dining hall. You must line up to buy food. Don't waste food. You must clean up your table after eating. Don't run around in the dining hall.
Jack: Can I bring my own food into the dining hall? Must I finish all the food on my plate?
The manager: No, you can't bring your own food. Yes, you must finish your food as much as possible to avoid waste.
Jack: Could I take a seat first and then go to order food? May I leave my trash on the table?
The manager:No, you must order food first and then find a seat. And you must take away your trash and throw it into the bin.
