Lavf58.46.101 $$著名的三农学者温铁军教授提到过一个说法,亿万的农民曾经三次救了中国,第一次是建国初期,当时中国民间一贫如洗,国民经济濒临崩溃,国家接手之时,面对的是一个千疮百孔、乱象横生的中国。当时西方国家全都等着看我们的笑话,然而让他们失望的是,中国农民在危急关头挺身而出,第一次拯救了新生的中国。国家没有米面白来投入市场平抑物价怎么办?农民自己种粮、磨面、织布交给国家,通过这种方式打垮了囤积居奇的资本家,稳定了城市的物价。国家没有财政资金,维持基本的社会运行怎么办?农民缴纳公粮,充当启动资金,自觉参与维持社会秩序。通过这种方式,新中国获得了发展的第一桶金。这才有了后面的故事。第二次是80年代初期,当时中国大量引进西方的先进技术,然而而不管是买设备还是引进技术,都需要海量的外汇储备资金,可那个时候的中国哪里拿得出这么大一笔钱呢?所以只能负债购买。到了1979年的时候,国家的财政赤字已经突破了200亿,这在当时是一个难以想象的天文数字。国家拿不出钱,工厂连基本的生产投入都维持不住,所以导致大量的城市青年无业、无家、无老婆。80年代初期成了中国最混乱的年代之一,为了应对这次危机,国家进行了改革,提出了著名的家庭联产承包责任制,广大农民又一次站了出来,拖住了濒临崩溃的中国经济。为什么?因为家庭联产承包责任制实际上就是占中国人口85%的农民不再需要国家托底,他们自己种粮食,自己发展生产力。在这样的背景下,当时的中国乡镇拥有2700万家小微企业,我们的父辈、爷爷辈很多人不用去城里就能解决自己的就业问题。而且由于土地承包给了个人,生产积极性得到了极大的提升。农民种田需要海量的农业设备,这又导致城市的工厂订单增加,反向解决了城市的就业问题。不仅如此,这些乡镇企业生产的商品还开始出口国外,给中国创造了大量的外汇储备,帮助中国度过了最严重的债务危机。第三次是2010年,2008年美国爆发了次贷危机,进而发展为席卷全球的金融危机。中国南方六万多家工厂倒闭,两千多万工人失业返乡,大量的商品卖不出去,滞留在仓库里。如何解决这次危机,又是中国农民站了出来,他们告诉那些卖不出货的工厂,你们卖不出去的商品,我们买单。这就是2010年大家所熟知的家电下乡的故事。国家把补贴给海外消费者,13%的出口退税补贴给了中我的农民。中国的农民借助了国内工厂过剩的生产力,家家户户买了电视、冰箱、洗衣机,这才帮助中国度过了那次危机。这就是很多瞧不起的农民近几十年为中国所做的事事情。而且这条拯救中国的道路还没有结束。随着乡村振兴战略的提出,农民正走在第四次拯救中国的道路。这一次,我们遇到的困难远超前几次被世界霸主锁定为头号大敌。国内产业升级、房地产泡沫、生育率下滑、地方债务危机,这些问题叠加在一起,我们必须承认,这是一场百年未有之大变局。如何度过这场大变局呢?答案是在广阔的农村乡村振兴,大家都清楚字面意思就是要让农村也富起来,可一个地方要富起来需要哪些基本因素呢,答案是土地、资金和人才,农村最不缺的就是土地、人才,中国也多的是,现在唯一的问题是资金凭什么会去农村呢?为了解决这个问题,国家进行了长达18年的战略布局。2005年国家提出新农村建设政策,从那时候开始累积往农村投入了十几万亿人民币。村村都修路,家家都通电通网,这是中国农村的基本配置。当时很多人提出质疑,既然城市化是大势所趋,为什么我们要浪费钱建设农村呢?首先我们得先思考一个问题,西方走的城市化道路是不是就是正确的?现在看来这个问题值得全世界去深思。没错,城市化会带来高度发达的工业社会,让一个国家快速觉西方所有国家全都是走的这一条路,所以他们的城市化率一个比一个高,法国城市化率80%,加拿大城市化率81%,美国城市化率82%,英国城市化率83%,日本城市化率更是来到了惊人的92%。但高度城市化的同时也带来了一些难以根除的副作用,比如生育率下降,高房价,996内卷,这几乎是所有发达国家都会面临的问题。所以,如果我们想要走出一条和西方不一样的道路,乡村振兴和生态文明就是我们提出的终极解决方案。
