Introduce relevant background knowledge about the Aswan Dam ，the Nile and Egypt. 2. Require students to predict the content of the text through questioning and illustrations. Question: how to keep a balance between developing tourism and protecting sites. 设计意图 领引学生借助标题和插图提示，预测大坝修建过程中可能会遇到的问题。该步骤旨在让学生找到埃及政府面临的problem是什么，提取文章表层信息。 Step3 While-reading 1.
