Answer the questions
Q1: What does "it" refer to in sentences (a) and (c)?
It does not refer to anything. It is an empty subject standing for the real subject at the end of the sentence — "not to take any chances" in (a) and "to remember that Ebola doesn't respect national boundaries" in (c).

Answer the questions
Q2: What is the difference between the sentences in each group? Why does the author choose (a) and (c) instead of (b) and (d)?
In (a) and (c), the real subject is moved to the end and "it" is used as an empty subject; in (b) and (d), the real subject comes first.
The author uses (a) and (c) because the real subject is too long; putting "it" at the beginning keeps the sentence balanced and makes it more natural to read.

Dear Tom,
Knowing that you are curious about MSF, I’m writing to give you a brief introduction. MSF, or Médecins Sans Frontières, is a world-famous medical charity devoted to global public health.
It is well-known that MSF offers free medical treatment to people in war-stricken or disaster-hit areas. It is obvious that diseases never respect national boundaries. With frequent global communication and travel, infectious diseases can spread rapidly across countries. As a result, no nation can defeat epidemics independently.
Therefore, MSF’s work is of great importance to the whole world. I hope you can learn more about it and develop a sense of social responsibility.
Best wishes,
Li Hua

A City of Diversity
As a typical culturally diverse city, Shanghai has always been attractive to people at home and abroad. It perfectly combines traditional Chinese culture with modern Western culture.
It is easy for tourists to experience different cultures in this city. It is surprising that ancient local customs exist well alongside modern fashion. It is common to see various languages, foods and arts mixing together in daily life. Such cultural integration enriches the city’s lifestyle and atmosphere.
In short, cultural diversity is the most precious feature of Shanghai. It is exactly this feature that makes the city unique and charming.
