In cross-cultural interaction,body language can vary greatly.A gesture appropriate in one culture might demonstrate anger in another.I once witnessed an incident where a manager,trying to call on a colleague,used a hand signal.The colleague,however,interpreted it as a threat.It caused their conflict.This shows how non-verbal cues are not always reliable or universal.
