Step 1 Pre-reading (6 mins)
1.
Lead-in: Show two sets of pictures: quiet, tidy public places vs noisy, uncivilized scenes (flashing, feeding animals). Ask:
2.
1. Which place do you prefer? Why?
2. What will happen without rules? Guide students to talk freely and introduce the topic: No Rules, No Order.
3.
Vocabulary: Present place cards (museum, zoo, concert hall, swimming pool) and words: silent, exhibit, flash, feed, touch, dangerous. Model and drill; students repeat. Quick activity: say words and make simple sentences, e.g., We must be silent in the museum.
4.
Prediction: Ask:
What places will be mentioned?
4. What rules can we read? Encourage predictions.
Step 2 While-reading (16 mins)
1.
Skimming for gist (4 mins)

4. Students read quickly and mark the four public places.
4. Write one sentence for the main idea.
4. Check and summarize: Different places have different rules.
