How to Prevent Drowning: Simple Solutions Save Lives
Drowning kills over 300,000 people worldwide each year, but most cases are
preventable, according to a new report from the World Health Organization
(WHO).This is the first global study on drowning as a public health issue,
based on data from 139 countries.

Children are the most vulnerable.Nearly 25% of drowning deaths are kids
under 5, and another 19% are children aged 5—14.In Southeast Asia and Africa,
many families live near ponds, rivers, or lakes used for daily tasks like cooking
and washing. Young children are often left unsupervised playing near water,
which increases risk. For example, in Bangladesh, fishing communities and
overcrowded ferries (渡船) contribute to high drowning rates.

The report highlights effective methods used in different countries
1.Supervision & Barriers: In rural areas, parents use bamboo fences or
playpens to keep kids away from water. Community daycare centres help watch
children while parents work.
2.Flotation Devices: Empty plastic bottles tied to ropes make cheap life-
saving tools. In Thailand, these “bottle ropes” are placed near risky water spots
for quick rescues.

3.Swimming Lessons: Some countries offer creative swimming programs. In
Vietnam, portable pools travel to rural villages, teaching kids basic water safety
lessons like floating and survival skills in 10 weeks.
4.Weather Alerts & Life Jackets: In Uganda, fishermen get text messages
about weather warnings. Requiring life jackets on boats and teaching CPR
(心肺复苏) in communities also save lives.#4.3.4

Why This Matters
Drowning is often seen as an unavoidable accident, but the report proves it’s
preventable with community-driven ideas.“These solutions aren’t high-tech—they’re
simple and cost-effective,” says WHO’s Caroline Lukaszyk. For example, since
2000, countries using these methods have cut drowning rates by 38%.
As climate change causes more floods, the risk of drowning grows. But with
simple steps like giving water safety lessons and using local materials, we can
protect lives.“Every drowning death is a tragedy, but together, we can make a
difference,” Lukaszyk says.

B
A.Able to swim well. B.Easily harmed or hurt.
C.Interested in water activities. D.Protected by adults.
根据“Nearly 25% of… which increases risk.”

3.What do drowning prevention methods in different countries have in
common?( )
B
A.They require expensive equipment.
B.They use simple, low-cost local resources.
C.They depend on government funding.
D.They focus only on teaching swimming.
These solutions aren’t high-tech—they’re

4.Why does the author include the statistic “38%” in the second-to-last
paragraph?( )
B
A.To compare drowning rates in different regions.
B.To prove that prevention methods are effective.
C.To criticise countries without drowning policies.
D.To show the impact of climate change.
For example, since 2000, countries using
these methods have cut drowning rates by 38%.”
