Congestion fee (拥堵费) has long been used in many cities around the world, including London, Milan and Singapore. Now, New York City has become the first city in the US to introduce it. The city’s new fee for drivers entering the center of Manhattan during busy hours took effect on Jan. 5.
The fee differs depending on whether a car has E-ZPass, an electronic toll collection system (收费系统) used across the US. Cars with an E-ZPass pay $9 once per day. Drivers without an E-ZPass pay $13.50. Some special cases are free: emergency vehicles; school buses and people with disabilities and their helpers.
The fee is aimed at reducing traffic congestion in the crowded city, reported AP. According to a report published in September 2024 on the New York State Senate’s official website, New York City is now the most crowded city on the planet, with the average driver spending 101 hours caught in traffic each year.
The fees are also expected to raise $15 billion to fund repairs and improvements to New York City’s aging subway system and buses, according to The New York Times.
Some people are in favor of the new rule. “I think the idea would be good to try to reduce the number of cars on the road and try to make people use public transportation,” Phil Barner, a doctor who lives in Manhattan, told AP.
However, some doubt whether the new plan will successfully raise money for the subway system. “With my experience of the Metropolitan Transportation Authority and how they’ve used their funds in the past, they've done a pretty poor job with that,” Christakis Charalambides said to AP.
According to real-time data from INRIX, traffic already appeared to be lighter on the morning of Jan. 5 in the congestion area. Cars were moving faster compared to the same time in 2024.
10.What is the congestion fee in the US?
A.A fee for passengers entering the US.
B.A fee for travelers entering New York City.
C.A fee for drivers entering the center of Manhattan.
D.A fee for all people entering the center of big cities.
11.How much will a disabled driver with E-ZPass pay for 3 days?
A.$0. B.$27. C.$40.5. D.$66.
12.Why did New York City introduce the new rule?
A.Because the government wanted to introduce E-ZPass.
B.Because the government wanted to reduce traffic jams.
C.Because the government needed to raise money for the railway system.
D.Because New York City wanted to follow cities like London and Milan.
13.What’s Phil Barner’s attitude towards the fee?
A.He is against it. B.He supports it.
C.He is not certain about it. D.He doesn’t care about it.
14.What effect has the fee had?
A.Enough money has been raised. B.There’s no congestion any more.
C.People now choose to use E-ZPass. D.Traffic in the city has been freed up a lot.

In recent years, short-form videos have become popular around the world. Compared with traditional long-form videos, they are more time-efficient.
However, some Chinese researchers have some worries. They have recently studied how short-form videos change our brains and influence our genes (基因). The new study found that watching short-form videos could make brain activity stronger. This may lead to biological and nervous system problems.
For the study, the researchers chose 111 college students between the ages of 17 and 30 who liked to use social media. The researchers used MRI scans (磁共振扫描) to collect their brain imaging data. They wanted to find out how short-form videos influence the nervous system. especially the changes in the brain’s structure (结构) and its functional (功能的) activity.
The results were astonishing. Students who spent more time on short-form videos had different brain structures and functions from others. Two areas of their brains had more gray matter. These two areas help people make decisions, process information and control their emotions. This change makes the brain more sensitive (敏感的) to the quick pleasure of watching one video after another. That’s why it’s harder for these students to stop using short-form video apps.
Besides, the researchers found nearly 500 genes related to brain changes from short-form video addiction (上瘾). Interestingly, most of these genes show greater activity when people are teenagers. This shows that the teenage years are a weak period—people at this age may be more likely to get addicted to short-form videos.
15.What did the research mainly study?
A.Actions of the teenagers. B.The structure of human brains.
C.Popularity of short-form videos. D.Short-form videos’ influence on brains.
16.What does the underlined word “astonishing” mean?
A.Surprising. B.Boring. C.Common. D.Easy.
17.What does more brain sensitivity lead to?
A.Easier addiction. B.Faster learning. C.Better decisions. D.Calmer emotions.
18.Teenagers are more easily addicted to short-form videos because ________.
A.they are more sensitive B.they have more free time
C.their genes are more active D.they can’t control themselves
19.Which of the following is most likely to be shown next?
A.Video risk lessons at school. B.Experts’ new study findings.
C.Screen time rules for parents. D.Self-control tips for teenagers.
