When I was a teenager, I volunteered to pass out water to the runners at a local race. I was so excited to see all the different runners who passed by and quickly took a cup of water.
The next year my friends invited me to take part in the race. Actually, I had little running practice, but I decided to run for the race. I didn’t want to win. My only goal was to experience it. On the day of the race, it was very hot. After running for about 8 km, I thought, “I must be crazy. I am not good at running. Have you seen delivery workers (外卖员) riding their e-bikes quickly to bring food to customers? This is because if they are late, they usually have to pay a fine. But now, things are changing. The food delivery platforms (平台) Eleme and Meituan will no longer fine riders for being late.
Late-delivery fines make deliveries fast, but they are bad for riders’ safety. Official reports showed that in one week in March 2025, Eleme and Meituan riders in Shanghai had more than 20,000 traffic violations (违章). The platforms’ systems punish late orders by the second, without considering weather or road conditions. So many riders run red lights just to avoid fines and earn money.
In late September, the government began asking for public opinions on a new draft (草案) of rules for the food delivery industry. The goal is to help delivery platforms set rules and improve service quality. The new rules also make it clear that platforms shouldn’t use fines as the main method to deal with late orders, according to China Daily.
So, will our food still arrive on time when the fines are gone? The answer is yes. Eleme is testing a new points system, and using point cuts instead of fines can encourage better service. Meituan is also on board, using a similar system. After losing points, riders can get them back by being on time or joining training classes, which helps lower their stress, said China Logistics & Purchasing magazine.

When I was a teenager, I volunteered to pass out water to the runners at a local race. I was so excited to see all the different runners who passed by and quickly took a cup of water.
