根据文章第二段“low-tech way”以及第四段“used paper boxes and other recycled materials to create their hats”可知,防作弊帽子属于低科技产品,且制作材料为纸箱等回收物资,成本低;再由“all kinds of strange and wonderful creations”可知其造型奇特。
根据第三段“Students are happy with the idea because they get to design and make their own hat”可知,学生喜欢这个主意是因为他们可以自己设计和制作帽子。
根据后文“Many students finished their tests early and no one was caught cheating”可知,帽子在让学生集中注意力方面起到了积极作用,由此可推断“effective”意为“有用的”。 故选A项。
