Wang Ge, a 65-year-old artist, runs a small booth (摊位) in Xinjiang. With just a pair of scissors and paper, the artist is able to create fantastic papercuts, like animals, fruit, famous buildings and so on.

China Says No to Foreign Waste!
In 2018, China declared a policy that 32 kinds of foreign waste would not be imported any longer. This policy caused great disaster to some developed countries because that meant one of the most important markets for their trash was closed. In 2016 alone, China imported 7.3 million plastic waste that accounted for 56 percent of the total imported plastic waste in the whole world.
In those countries, waste is piling up while waste management companies are struggling to keep up. Losing the Chinese market has truly created a crisis. At the same time, this crisis has exposed the embarrassing fact that recycling systems are simply not working well enough.
In the 1990s when China’s economy started to take off, foreign waste was a contributing factor to China’s manufacturing development, as recycled materials were much cheaper than raw materials. China’s cheap labour also reduced the cost to sort garbage manually. Because of all this, China was the “ideal” place to take the world’s trash and it seemed that everyone benefited: the developed countries got rid of their garbage and China did the recycling to produce economic profits. Then how come China pushed the stop button first?
The broader background is that China is working towards a high-quality development path. It also has an environmental crisis of its own to be solved at home. It is more and more realised that when foreign waste is transferred into China, so is the pollution and potential harm to local people.
Like China, some southeast Asian countries also shut the door to waste imports. Waste, which used to be a source of revenue (收入), has now become a heavy economic burden in developed countries. The system of waste transfer is indeed crashing. Managing trash is too expensive, and there is simply no sustainable recycling system and measures to reduce waste.
China’s waste policy has truly been an alarm call to the world that simply transferring waste no longer works. Countries either have to keep up with the Germans for a much higher recycling rate or they have to consider more effective measures to reduce waste from the beginning. Now they have to realise their waste is essentially not in China’s backyard.

In 2018, China declared a policy that 32 kinds of foreign waste would not be imported any longer. This policy caused great disaster to some developed countries because that meant one of the most important markets for their trash was closed. The broader background is that China is working towards a high-quality development path. It also has an environmental crisis of its own to be solved at home. It is more and more realised that when foreign waste is transferred into China, so is the pollution and potential harm to local people.
Like China, some southeast Asian countries also shut the door to waste imports. Waste, which used to be a source of revenue (收入), has now become a heavy economic burden in developed countries. The system of waste transfer is indeed crashing. Managing trash is too expensive, and there is simply no sustainable recycling system and measures to reduce waste.
China’s waste policy has truly been an alarm call to the world that simply transferring waste no longer works. Countries either have to keep up with the Germans for a much higher recycling rate or they have to consider more effective measures to reduce waste from the beginning. Now they have to realise their waste is essentially not in China’s backyard.
