It tells us which boy we are talking about, the one who won the photo competition last year. Another example, "The girl who is wearing a red dress is my sister." Here, "the girl" is the antecedent, and "who is wearing a red dress" describes the girl. Now, I'll give you some sentences, and you tell me which part is the antecedent and which part is the attributive clause with "who". The first sentence is "The man who is reading a book is my father."
