三、阅读理解: (共30分)
A
In 2002, the Beijing Municipal government led the nation in issuing an order banning electric bicycles from January 1, 2006. Since then a number of local governments have followed suit.
In May, the Legislature of Zhuhai in South China’s Guangdong Province became the first law-making body in the country to pass a regulation to keep electric bicycles off the roads. They claim environmental disadvantage and concerns over public safety justify their ban. Local government officials and law makers have argued their leading concern is the threat of pollution from spent lead-acid batteries. The relatively high speed of electric bicycles--faster than most common bikes at about 20 kilometers per hour—is just too dangerous in the eyes of some policy-makers.
They also mention interference with automobiles, common bikes and passers-by that results in accidents or slowed traffic.
But none of these arguments justify the ban.
In the first place, it should be made clear that while operating, the battery driving an electric bike sends out almost no polluting gas. They are much cleaner than cars. If the batteries, which can be used for one or two years, are thrown away without proper treatment or recycling, environmental damage is highly likely.
It is required that electric bike producers and store sellers sign recycling contracts to ensure consumers can sell used batteries back to producers. In practice, some small producers neglect their recycling responsibility, causing concern for environmental pollution.
It is clear the authorities can solve the problem through strengthening management. Although it will require some extra efforts from the government, it does not go beyond government officials’ call of duty.
Regarding the speed, there are technical standards governing the production of electric bikes. According to the standards, the designed speed should be limited to a maximum of 20kilometers per hour. This is slower than the top speed of some mountain bikes.
To cater to the consumer desire for higher speed, some manufacturers have made it easy to remove speed-limiting devices after purchase, which is potentially very dangerous.
To make the bicycles safer, local governments should draft regulations specifying severe punishments for rule-breakers. The black sheep should be picked up and punished, but violations by a small number of manufacturers or riders should not be an excuse to spoil the fun for everyone.
26. What is the author’s attitude towards banning electric bicycles? _______.
A. Positive B. Negative C. Neutral D. Not mentioned
27. Which of the following is NOT true according to the passage? _______
A. Beijing will be the first city in China to ban electric bicycles starting this year.
B. Zhuhai rather than Beijing is the first to make law to forbidden the use of electric bicycle.
C. More than one local government has decided to ban the use of electric bicycles.
D. Shanghai is not one of the cities, which have determined to ban electric bicycles.
28. In the last paragraph but one, the underlined phrase “To cater to”can best be replaced by _______.
A. satisfy B. delay C. promote D. haste
29. Which of the following is not considered to be a disadvantage by those who want to ban electric bicycles? _______
A. The used batteries will pollute the environment.
B. The dangerous speed.
C. More accidents and slow traffic.
D. Some producers neglect their recycling responsibility.
B
Copenhagen, voted as the “Best City for Cyclists” and “World’s Most Livable City”, has a profound bicycle culture, one that is rooted in almost every Copenhagener’s daily life.
For Copenhageners, bicycles are one of the best means of transportation. They are convenient, fast and environmentally friendly. Every morning, when I head to school, I can see a great many cyclists from all age groups riding their well-equipped and beautifully designed bicycles to school or work. What is most unbelievable for me is that even those aged 70 or 80 still prefer biking as their main mode of transportation.
The Danes’ passion for bicycles is similar to the Chinese craze for ping-pong or Brazilians’ love of football; many great cyclists arise in Denmark who have already achieved great success in the international sporting arena. One example is Larsen Norman Hansen, a Danish professional road and track racing cyclist, who won one gold medal and two silver medals in big events. In addition, bikes are also huge part of the recreational life of many young Danes. One of my Danish friends, Laurits Genz, a 21-year-old Chinese studies student from Copenhagen University, has a hobby of rebuilding old bicycles. He has collected many old bikes from a recycling station near his home and completely restored them, giving them new parts and a fresh coat of paint. He believes that eventually, all of these bikes with that “classic” look are going to be very sought-after and valuable.
Some people might wonder why bike-related culture is so universal and popular in Copenhagen, but not as much so in other parts of the world. I would name a couple of reasons: First of all, the infrastructure constructed in Copenhagen is very cyclist friendly. On many roads in Copenhagen, if cyclists can ride their bikes at the speed of 20kph and remain stable, they can surf through on a wave of green traffic lights through the city without putting a foot down. It’s absolutely a great environment. Another factor is the government’s friendliness to cyclists. Because of this government policy, bikers enjoy a sort of encouraged state of privilege (特权) , meaning they will stick to this means of transportation even during the coldest winter season. Danes’ tendency toward a healthy and environmentally friendly lifestyle also lends itself to choosing cycling.
30. What makes the author feel most surprised according to Paragraph 2?
A. People aged 70 or 80 preferring biking. B. The advantages represented by bicycles.
C. The passion for bicycles shown by Danes D. Bike-related culture rooted in Danes’ daily life.
31. How many factors contribute to the popularity of riding bikes in Copenhagen?
A. 1. B. 2. C. 3. D. 4
32. What can we learn from the text?
A. Larsen Norman Hansen won three gold medals in big events.
B. Bicycles are the best means of transportation in Copenhagen.
C. Everyone in Denmark can rebuild old bicycles by themselves.
D. The government policy is in favor of this kind of transportation.
33. What does the underlined phrase “sought after” in Paragraph 3 refer to?
A. Fashionable. B. Newly-designed. C. Popular. D. Well-equipped.

【27题详解】
细节理解题。根据第二段“In May, the Legislature of Zhuhai in South China’s Guangdong Province became the first law-making body in the country to pass a regulation to keep electric bicycles off the roads.
